The Nuclear Control Institute has told the Nuclear Regulatory Commission to immediately activate an emergency plan developed several years ago for protecting nuclear power plants against terrorist attack. NCI President Paul Leventhal spoke with NRC Chairman Richard Meserve on the telephone shortly after the World Trade Center attacks, to convey the urgent request, but Meserve said he could not discuss details over an open telephone line..The NRC has the authority, in time of emergency, to order the placement of heavy trucks across access roads to the nation?s 104 commercial nuclear reactors and to upgrade guard forces at the plants. The Frontier Post, a Pakistani newspaper, reports that Russia, India, the Central Asian Republics and Turkey have agreed with United States to annihilate the Taliban and establish a new government in Afghanistan.

The question is: Who would head this new government? One possibility is Burhanuddin Rabbani, who now heads the Northern Alliance rebel group. During armed resistance against the Soviet Union, Burhanuddin Rabbani was head of the resistance fighters.

His field commander, Ahmad Shah Masood, who was known as the Lion of Panjsher, recently lost his life in a Taliban bomb attack.

Since 1998, the Global Consciousness Project at Princeton University has been monitoring the outputs of up to 40 random number generators (RNGs) around the world. Each of these RNGs sends 200 bits of randomly generated data every second to a server at the GCP in Princeton. The generators are based on physical devices considered to be fundamentally random.

Amazingly, significant deviations have been noted in the randomness of data from these RNGs around times of major events in the world, including the terrorist attack of September 11.

At 5:38 AM EST an X-Class solar flare erupted near sunspot 9632. A radiation storm is now in progress, and is intensifying. Some radio blackouts are possible.

The flare also emitted a very large Coronal Mass Ejection into space. This CME will pass earth on Tuesday or Wednesday, and is likely to trigger magnetic storms.

Radio blackouts and interruption of some satellite service could result.
