The Washington Post reports that Cynthia McKinney (D-Ga.) is calling for an investigation into whether President Bush and other government officials had advance notice of the terrorist attacks on September 11 but did nothing to prevent them.

The White House has set up a shadow government of about 100 senior civilian managers who live and work secretly outside Washington. This is the first time the ?Continuity Operations Plan? to ensure survival of federal rule after an attack on the nation?s capital has been activated.

The back-up government has been put in place in case al-Quada is able to bring a portable nuclear weapon into the U.S. Intelligence operators say they have no specific knowledge of such a weapon, but the risk is great enough to justify setting up the shadow government.

Al-Qaeda?s attempts to acquire nuclear weapons may have been thwarted by Russian con men, according to the Pentagon.

After analyzing containers, computer discs and papers found in their deserted Afghanistan hideouts, intelligence officers found no trace of materials which could have been used to construct a nuclear bomb.

However, they did find some canisters painted with skull and crossbones that turned out to be harmless. The manufacture of the canisters was so crude that, had they been genuine, the sellers, as well as the terrorists, would have been exposed to dangerous levels of radiation just from handling them.
