These are just specs of dirt on the window. Note that in the only shot they appear in the wing and horizon are out of focus, meaning that the camera's focal point is somewhere close to the camera. they don't appear in the other shots because the focal point is further away, so the specs don't show up, but the wing and horizon are in focus.

having recently flown, I can attest to the scratched an beat up outside windows on the plane. That's what it looks like to me.
